BusinessPermitGuide is designed around a strict separation between source evidence, structured regulatory facts, deterministic rules, and presentation. That separation is what makes a result inspectable, testable, versionable, and capable of failing closed when the data is incomplete.

The exact source response can be archived with an exact-byte SHA-256 so later review can establish what BPG actually received.
Long regulatory prose is decomposed into reviewable claims such as authority, fee, inspection, effective date, exemption, or operational requirement.
A rule connects verified regulatory facts to structured facts about the business. An AI model does not make the final runtime applicability decision.
The evaluator returns a bounded outcome and keeps unresolved facts, uncertainty, evidence, and next steps visible.
Presentation can explain regulatory truth; it must not become an independent source of regulatory authority.
Uncertainty
BPG prefers outcomes such as unresolved, unknown, possibly required, or needs review over inventing certainty. A structurally incomplete governed package should make a determination unavailable rather than silently filling the gap from hard-coded copy.
Conditional questions should arise from unresolved rule predicates instead of a disconnected giant questionnaire.
Requirements, facts, and rules are intended to preserve historical state so a past assessment can remain explainable after regulations change.
A material result should be reconstructable from business fact → rule → regulatory fact → evidence → immutable snapshot → official source.
Review and publication
Automated systems may assist source discovery, extraction, classification, summarization, or change triage. They do not independently publish legal certainty or decide at runtime that a permit is required. Material regulatory changes move through evidence-backed review and publication controls before they can become active authority.
Coverage limits
The current public assessment is intentionally bounded. BPG should not mass-generate geography or business pages ahead of trustworthy structured coverage. Unsupported scenarios stay unsupported until a verified package exists.
